Powder actuated nail for surface mount lights?

I'm installing over 1000, 8 foot fluorescent lights in a parking garage. The Hilti rep. tells me I can use one of his fully auto power actuated guns to shoot the lights into the concrete. I've always used drop-ins so I'm a little reluctant to change. Also, I'm dealing with PT cables so I can only go 3/4 of an inch into the ceiling. Specs call for seismic rating.

So first of all, can i install the light with the gun? (It sounds like a nightmare if anyone ever had to take them down)

Or does anyone have a better solution for mounting these lights?

I would be reluctant to use a Hiliti gun if 3/4" is all that you can go into the concrete. I also don't like to shoot the stud in so that the lights cnnot be taken down easily- not sure but I don't think it is a code violation. I have used studs with threads on one end so you can screw the lights up but time is a bit important with 1000 fixtures. You will have to find a shot that will only allow 3/4" penetration but I am not sure how that works out,

I have not seen many instances where that stud gun impresses me. A lot of times it will just blow a hole in the cement and not anchor anything

3/4 inch doesn't sound deep enough for anything I would be familiar with.

I hope the guy that bid this project has an idea how it was going to be accomplished.
