I need to change some circuits around in a computer room UPS panel. I am trying to keep everything balanced. Is there a % that A, B & C should be in balance?
As Bryan stated as close as possible. With a UPS (or transformer or any distribution system for that matter) you will get you best use of the available capacity with perfectly balanced loads. The available capacity of the UPS, number of multiwire branch circuits all will have a bearing on what you should do and what you can do.
limits from the IEC for voltage (load) unbalance has a max of 3%. However, this pertains to motor operations, not single phase electronic loads.
there is the accumulation of harmonic current (triplen harmonics) in the neutral for single phase loads in a three phase system. this is the main reason why those loads should be balanced
