Power Circuit , Equipment end

I need to know what code # and what it says about
equipment end connections. We have some guy's that want to install cord plugs on the ends of the circuit wiring ( under equipment bases) to plug in the power strips. I think it should be hard wired into a recepticle but, I need proof.

Need more info. What kind of wiring (type of cable) is being used, from where does it come and how is it run to the "equipment bases". What kind of equipment is this and what do the bases look like?
