Power consumption says 20W. it's 120v. If I'm loading a 20A breaker to 80%, say 16 amps, I'm calculating I can get 96 of these on (1) 20A circuit. That can't be right. lol

Yes it can be correct. A friend of mine just discussed this the other day. We decided we could install almost 200 recessed cans on a 20 amp circuit with 9watt led bulbs. Not sure of the exact PF but you get the idea....Of course nobody would do that.

I think for calculation purposes you have to figure the fixture max. wattage

(D) Luminaires. An outlet supplying luminaire(s) shall be
calculated based on the maximum volt-ampere rating of the
equipment and lamps for which the luminaire(s) is rated.

It's happened to me several times: I was installing some of those ultra thin LED wafer lights, and got worried I had too many on a circuit......and then did the math and found out I had a loooong way to go!

Even if you figure the .9 PF (23 va) the number you can install is still way up there.
