I have a 600A, 480V breaker that needs to feed a panel with an estimated 18 individual breakers of various sizes. The total load is less than 600A.
Is it unusual to have that many breakers in a single panel? Is it possible to daisy chain the 600A feed to 2 separate panels?

I am also assuming these will be I-Line panels
This will be properly designed, just looking for some initial input.

Is it "normal" to have the electrical contractor provide the sizing of these or is is "more normal" to have an engineer design them?
It can go either way however, if the building is under an engineers seal at the time (say under construction) it would be on the engineer.
