Power for Fire and Smoke Dampers

Does power for fire dampers and smoke dampers require dedicated branch circuits with lock on provisions? Can they be fed using a circuit that feeds receptacles or lighting in the area?

Do the dampers move to the closed position upon loss of power or do they remain stationary?

I received notification that the dampers are 20watts, require 120volt power, and will fail safe upon loss of power. Do they need to be on their own dedicated circuit? What code section address this?
