Power & Lighting Panel Specifications

I have intermixed circuits on two seperate panels in a large building facility. I am wanting to seperate the panels into individual Power panel and Lighting panel. Is their any specific articles in the NEC that requires this? If not specific... is their any past articles that
you can reference this issue.

No NEC article would require this to be done. This sounds like a design issue, not an NEC issue.

The code does not require this but you want to read Article 408 and in particular 408.14

I am curious if this is a working installation why you would want to separate the lighting and power?

It sounds like a lot of work and excluding distribution panels and panels for electronic loads would be in my area be very unusual.
