Power Line Filter for Grounding Conductor

Hello every,
I'm reviewing a document that shows a ground conductor passing through a power line filter for grounding conductor. My understanding power line filter are only required for phase & neutral conductors and not sure the purpose to filter the ground conductor. As a matter of fact, I didn't find any filter for grounding conductors. Any thoughts on this? Thanks,

Electrical noise can be carried on all wires. This includes the grounded and grounding wires.

Is it the grounding or grounded conductor?

One theory used to be that if the triplen harmonics flowed back to the SDS via the neutral, that if you filtered the neutral only allowing 60hz to come through, the load wouldn't be able to draw harmonics.
 
Forgot to mention, the purpose of the power line filter is to insure that any signals or unwanted RF frequencies are traveling on the power conductors or neutral of a circuit are dissipated to ground blocking them from entering sensitive areas being serviced by the circuits.
 
I've seen similar installations at a satelite base station that was next to commercial TV transmitter towers and on military/defense installations to prevent noise coming into the facility or RF "intelligence"coming out of the facility. They had low imepdance at 60 Hz but attenuated high frequencies.

Is this for a Sensitive Compartmented Information Facility (SCIF)? That is another animal. I would think you filter everything metallic that goes in / out.
