Power Panelboard

An electrical contractor installs a panel outside a dwelling for 3 condenser units to serve as his disconnects. At the time of the installation 6 of the 8 spaces he has at his disposal will be used. Since he doesn't have any phase to ground circuits at the time of installation should a ground conductor be required? I would like to know all opinions on this.

You mean grounded conductor. Unless he needs it it would not be required.
IMO I would install one because you would need to install a receptacle to service the units
