Power Panels in Comm Room

Can anyone help: in an install governed by NYC Code (NEC 1999), is it allowable to install 120V power panels in Comm Room? I'm finding conflicting information.
Details: Room is 10'x12', Yes, there is wall space with clearance to install panels, Yes, there is a Telephone panel in the room (MDF), The panels will only be feeding Comm equipment (specifically CCTV Cameras that go to a Fiber board in that room).

With all the proper clearances in 110-26 followed you should be OK.

I can't find any reason the panel can not be located in the comm room.
