The type of certification your boss is looking for is not offered by any group in the Unites States. NETA (the International Electrical Testing Assoc.) has a Level 1,2,and 3 certification standard, but it covers all aspects of electrical testing, not just power quality. A CPQ (Certified Power Quality) certificate program does exist, however, if I recall the requirements correctly, I believe that you need at least 10 years in the PQ field.
If you like I can put you in contact with a company out of IL. that offers various PQ training classes. The owner of this company was involved with the development of the leading PQ document, IEEE Standard 1100, "Recommended Practice for Powering and Grounding Electronic Equipment", Chapter 6- Site Surveys. This company is strictly an independent training firm- that is, they have no vested interest in promoting a power conditioning device.
