Can anybody help me with this?

2 stack-rack power capacitor banks.

One bank is located in PA and the other is located in TX.

The one in PA has been trouble from day one?ZVC control board fails due to high voltage spikes.

The one in TX has worked perfectly from day one.

The ground grid had to be designed by an consultant in PA because the soil conditions were so bad.

I took some power quality measurements at the PA site and the measurements showed

38% 7-th harmonic current distortion at times and lots of ground spikes and high frequency transients.

The system impedance, I found both parallel and series resonant points at or near the 5-TH, 7-TH and 11-TH harmonic. Granted this was a crude calculation at best but it shed some light on what was going on out there.

At PA, the power capacitor bank power bus was grounded and the circuit breaker was racked out.

We performed tests on the control circuit for the power capacitor bank and all of the tests showed that the controls were working perfectly.

The power capacitor bank grounding switch had been closed for at least 1-1/2 hours and when it was opened a ZVC control board failed.

Any Suggestions?
