Does anyone have a handle on the use of power strips or "relocatable power taps" in commercial buildings.

Should I be looking in the UL White book?

they are not prohibited in commercial buildings if that is what you are asking.

arguably they might be seen as a violation of some code, although it is somewhat of a stretch in many cases.
 
I've used a lot of one mfgs that has a 15 ft cord, works well in older buildings. The RPT can't be permanently attached but on the back are slotted holes so its not permanently attached

As long as it has OCPD to prevent the receptacle from being overloaded it's ok.
