Power vent water heater on individual branch ckt?

I have a plumber friend that has told his customers that powered vent, gas-fired water heaters are to be provided a receptacle on an individual branch circuit. He doesn't recall how he came to that understanding, but he was pretty certain about it.

To my knowledge, it's not in the NEC. What am I missing?
 
The conversation with my friend centered on a dielectric union that failed, and the trouble he had getting a drenched valve & burner to heat the water again.

This particular water heater says that when the blower and igniter are both running, the current "might" be 7.5 Amps. The troubleshooting manual says the circuit "should" be an individual branch circuit.

"Might" + "should" just doesn't seem like "shall".

Do any of you know of local ordinance that might require the individual branch circuit?
