It really depends on the application. Here are some I use:

Switchboard panel meters:
Crompton
Satec (sp?)
Yokogawa

For Testing
Dranetz PX5
Tectronix isolated 2 channel scope

If all you want is a portable pf meter - I'm clueless on that.

we use fluke 435 or the aemc power padd for portable pf measurements

Note that if you want to measure PF less than 0.50, extra care should be taken. This is also the issue if harmonics are present.

The selected meter depends on the needs and budget, starting from few hundred dollars (panel mounted, low cost meter) to more than 10k for high quality portable power quality analyzer.
