This 480 volt lighting panel has 54 amps on phase A, 5 on phase B and 4 on phase C. Would this imbalance cause poor powerfactor.

An imbalance has nothing to do with the power factor. The things that influence power factor are the types and ratings of the reactive loads (e.g., motors, arc welders, fluorescent light ballasts, capacitors, synchronous generators).

The transformer solely supplying the lighting panel may be over loaded on one phase leading to the saturation of the iron core of the transformer.This will produce harmonics and total power factor will change,even though the displacement power factor remains the same.
