If one of my buildings fluctuates with powerfactor between 64% and 90%, is this because during the time that the powerfactor is 64% there is not much capacitive loads on?

Probably more inductive load.

probably the inductive loads were switched on and the automatic (if there is one) capacitor bank switch has not yet corrected the power factor

Normally there are no capacitive loads, except dedicated power factor capacitors.

I assume you have some loads with low power factor, such as unloaded motors (such as chillers at no load) together with higher power factor loads such as lighting and office equipment.

In what rate the fluctuations are? For how long you operate under 64% power factor?
