Powering digital meter

I am installing a digital meter for a 208 volt appliance so the customer can monitor usage. the meter requires a voltage reference from each line it is measuring. the manual says to tap the feeder and install a 1 amp in-line fuse, then run #16 to the meter voltage reference input.
anyone know of a product that will connect to a #6 THHN, pierce the insulation and provide a means of installing a 1 amp in-line fuse, then have a terminal to connect the #16 to?

I would come off the termination point in the appliance with the #16 to your fuse holder then to the meter. I would avoid "tapping" int the feed conductor.

Too much un-supplied information.

1. Is the appliance a single or three phase load?
2. What is the appliance?
3. If the load is a three phase load, then is the load a delta or wye?
4. I have to assume the meter is a power/energy meter.
5. Is the voltage to the meter for both the measurement of power/energy, and to provide power for the meter electronics? My assumption is yes.
6. To measure power/energy the measured voltage(s), and current(s), must be properly phased. Is this discussed in the manual?
7. If a single single phase meter is being used to measure a three phase load, then is it valid to assume that the load is balanced at all times?
8. How is the appliance connected to the power source, such as a cord and plug?
