I'm trying to determine the level of PPE our maintenance personell need when changing out a ballast (277V) in a lighting fixture or a malfunctioning outlet (110v). Lock out Tag out isn't always possible since we are in a hospital. DeEnergizing the branch circuit to these units in some instance can effect patient care adversly. Engineering says we would be well under the 10KA fault threshold as indicated in Table 130. Sooooooooo, If I read this correctly, there are no PPE requirements under the new 70E regulations for these scenerios. That doesn't seem right. Can anyone straighten me out? Would greatly appreciate it.

This is not intended to be insulting; but, have you read the entire Article 130? Too often, we only read parts of an Article and are mislead.

Section 130.1 requires justifying that the work must be done "live." Assuming that it is justified, Section 130.1(A) still requires a "work permit." Look at the required elements of a live work permit VERY carefully - especially 130.1.(A)(2)(11). Management is not permitted to claim ignorance of live work activities.

The qualifying text for Table 130.7(C)(9)(a) states: "...For tasks not listed, ... a flash hazard analysis shall be required in accordance with 130.3." It would be reasonable to apply "Other 600 V Class (277 V through 600 V, nominal) Equipment ? Note 3" to the activities as you have described them and conclude that you have a Risk Category 1.

I would also suggest reviewing Annexes F(with "D," if necessary), H, I, & J, carefully.

Thanks for the info. I'll pay special attention to the appendicies you refrenced and re-read the permit.

Not insulted at all. I have read the code. I just don't understand it. Our electricians and our two code go-to-guys have conflicting opinions. Just trying to do it safe first, by the book second.
