I have a # 6 Bare CU conductor bonded to the light fixture at the top of the concrete pole and terminated on a ground rod at the base of the pole.
My question.
Is this considered a GEC or an EGC?
Do I splice the circuit EGC to this # 6 conductor??

In my opinion the conductor from the pole to the local ground rod is not either one. The installation of that rod is covered by 250.54.

The EGC that is installed with the power circuit must be terminated on the ground terminal in the pole.

I agree with Don that it is neither. However I think because it is present, the auxiliary rod is required to be bonded to the EGC. So it may already be bonded to the ground terminal in which case I see no reason you could not terminate the incoming EGC on this wire.
