Pre Fab problem

Here it is. I'm looking at new panels with the covers off. There is a panel in each unit. (time share units). your average look-beds,baths,kits, anyway we wired them in SER obviously from the switch gear and as I'm looking, I see the bare ALU cond on the neutral bus on the left side, and the white insul cond on the right side of the main bus and then they are attached by that normal connecting conductor . Then get this, all the ground go to thier own bus bar and the green bonding screw is not screwed in which I know it shouldn't be. The bare should simply get off the neutral bus and attach itself to the bare ground bus. Please back me up.With code

The SER four wire from the Main Disconnect must have an isolated Neutral bus bar at each subpanel. Please describe "that normal connecting conductor" for a better clarification of the bare EGC. I am not sure what you describe. rbj
