Primary cable from street to property transformer

Good morning, hope all is well during your holidays. I have a new job where the property has a property transformer and the primary cable which is 15,000 volt to feed the transformer is running under the porch of the home. It is sleeved in 2 inch PVC conduit. Is this an existing violation.
 
In my opinion, for medium or high voltage cable NEC does not recommend how to run the cables.
For instance, in chapter 300.5 Underground Installations.
Table 300.5 Minimum Cover Requirements, 0 to 1000 Volts, Nominal, Burial in Millimeters (Inches)
For medium and high voltage cable see NESC Section 35. Direct-buried cable
For burial depth see NESC Rule 352D.

Who owns the primary cable? If it’s the POCO then the NEC does not apply. If it’s owned by a POCO there will typically be an easement. Was the porch built after the cable was installed. If so the porch may violate the easement restrictions

I see you are from NY. Is the utility NYSEG or RGE? These utilities allow customer owned installed and maintained MV lines between the pole and padmount transformer. We install them all the time. I don't see an issue with the porch being over it, obviously kind of a bad design although I assume the porch was added later.
