Do you see any scenario where primary metering would be allowed for a restaurant remodel. Basically this is and existing store to be reused as Freddy's Steakhouse.

In essence I have 3 pole mounted transformers that feed (3) individual panels. The meter is labeled as a primary meter. I have attached photo for reference.

I was only able to attach (1) photo. The three xfmrs. shown feeds (3) weather heads and exterior disconnects to (3) panels. Two of which are 120/240, 1ph, and (1) 3ph panel. The meter is on wooden pole below the xfrms.

Primary metering is metering at delivery voltage - usually 4KV or higher. At least that's how I've always heard the term used.

But that doesn't fit with the low voltage transformer bank in the photo? So I'm not sure what the question is?
 
What are you trying to accomplish?
Do you want a single utility bill that covers what is now three separate services? This is not an uncommon request.
 
We all want to pay a smaller electric bill as much as possible, or do we not? Choosing primary metering means the energy consumed after the meter is "registered"-->transformer losses, line losses, etc. . are going to be on the next bill the PoCo will send to you. If your load is an apartment or a building with so many tenants, primary metering is a good option as you only receive a single bill every month. But you will still need to install submeters to monitor/ bill your tenants.
