Primary side of transformer disconnecting means?

In the NEC section 450.14 states that a means of disconnect is required within site of a transformer or if the means of disconnect is in another room, it must be lockable, and signage at the transformer is required as well.
If the means of disconnect in another room is the circuit breaker. And a circuit breaker locking device must be added. (Not a standart part of the circuit breaker or panelboard) Does that meet the intent of the code? OR must the locking mechanism be a permanent function of the circuit breaker or panelboard.

I believe that once upon a time, the breaker locking device could be temporary or added after installation but I believe code has changed and now that locking mechanism must be permanent and installed with the breaker.
