IN the city i live in the primary voltage can be 4160 v 7200 v 2400 v why do they use thees voltages what relationship does this have with the secondary as for transformer windings to step down voltage for 480 v 208 v 240 v 120 v on a y or delta transformer?
 
7200 volts is the single phase voltage for a 12,400 volt three phase wye distribution sytem. 2400 volts is the single phase voltage for a 4160 three phase wye system. The only issue for transformers is matching the primary coil to the supplied voltage.
 
These voltages are standard distribution voltages. The lower voltages are generally less expensive. Higher voltages allow you to carry more power using smaller wire, decreases voltage drop, and can improve the protection response for some faults. It is common for systems to step up to a higher voltage as the system grows/matures.

As Don said, getting the desired secondary voltage is just a matter of installing the correct transformer. If you need a lot of power, sometimes a higher primary voltage works better.
