Prime Mover capable of being locked open?

Hello forum Electrician since '89 and long time viewer of posts limited poster though, but really appreciate the level of knowledge and commitment found by those in the trade who post in this forum. Am also a definite fan and student of Mike Holt and Mike Holt.com. I have a question regarding the
NEC 2017 - "Provisions to shut down the prime mover shall be permitted to satisfy the requirements of 445.18 (A) where it is capable of being locked in the open position in accordance with 110.25." What satisfies code for a "Locked in the Open position" for the Prime Mover. On a small residential generator (Generac as an example) or even larger generator. Does a locked cover on the typical residential Generac satisfy the requirements. I did search posts, but none specifically gave an answer. Thanks in advance for the clarification
 
Thanks Don!... so the lockable cover on a typical residential Generac, as an example, doesn't meet the intent of the requirement in your opinion.
Have not seen that, but in general the "lockable" requirement applies to the device that directly controls the energy, or in this case the fuel supply. Just like a lock on a panelboard cover does not serve to lockout a breaker within that panelboard.
