Private meter for distribution panel - Emon Demon or utility type socket?

I have a replacement 600A distribution panel that the owner wants to meter separately from the SES. This is main lug only with 6 disconnects, 120V/240V, 3-phase delta, NEMA 3R. It is fed from a SES in another building. Should I specify a service-type panel with the panel manufacturer's meter socket (no neutral bond). Or should I specify a Emon Demon type of private meter? What are the trade-offs?
 
How will this meter be read, and will the readings be billed?

The reason I ask, is there are some options for doing meters that are read via a phone line and billed through a service automatically.
 
ITO, I'm not sure how the owner wants to read the meter, but I'm sure he wants to bill for it. I doubt they are interested in peak demand, but remote reading may be of interest.

Talk to Don he is the engineer there and can walk you through the specs.

The upside to these meters is they have a service that actually reads the meter and sends your bill any way you want it for a few bucks a month per meter.
