WE HAVE A 30 UNIT APARYMENT ONE OF THE UNITS IS FINE WITH NOTHING ON 120 BETWEEN NEUTRAL AND HOT GROUND AN HOT 217 ACROSS EACH LEG, WHEN WE TURN ANY BREAKER ON WE HAVE 120 ON NEATRUL AND 217 BTWEEN NEATRUL AND 1 PHASE THE OTHER PHASE DROPS TO ABOUT 45 VOLTS AND IT REVERSES DEPENDING ON WHICH PHASE YOUR ON

I agree with Roger, you have an open neutral somewhere and the voltage is dividing based on the load on each ungrounded conductor.
