I have a house that is 120/208 single phase, Can i operate heat and air ,Stove and water heater rated for 240v on this system? I know that I can operate receptacle at 120v.

It will provide 25% less wattage for the heating element. Some equipment is rated for both voltages and will show two wattages on the nameplate. For example a water heater rated at 4500 watts on 240 would be rated at 3375 watts on 208. This will effect the heating time, but is not a safety issue. Items with motors may be more of a problem if not rated for both voltages.

In many areas the utility supplies two hots and a grounded conductor from a 3 phase 208Y/120 to dwelling units.
