Proper Disconnect at Sign

When I compare articles 600.6 and 225.32 exception no. 4 is am not certain of the disconnecting requirements for an exterior sign? Can an exterior sign, whether it is mounted on the building wall or near the street on a pole, that is feed by a 20AMP or 30AMP single phase branch circuit be disconnected from a circuit breaker that has a factory installed/provided lock-out feature that is located in an interior building mounted panelboard?
 
No, the disconnect must be on the sign or nearby to allow a service tech to repair sign in mid-air without going to a panel somewhere to turn it off.
