Proper Grounding and Bonding in Campgronds

Most campgrounds have a main breaker box with large breakers that supply power to 3-5 camp sites. Then there is a breaker at the camp site to protect the camper either a 30 amp of 50 amp. What is the proper grounding and bonding according to the NEC 2011? We have an engineer that states that the ground at the camp site is not to be bonded to the neutral and another that says it should be. Can anyone clarify?
 
Ground in the NEC is defined as "the earth". I suspect you mean the equipment grounding conductor.
In the 2005 NEC the EGC is never regrounded past the service, with exceptions for exsting locations.
 
Isn't as per NEC 551.33(C), GFCI required, for the 2W or 3W supply connection, and with a separate equipment grounding conductor? If neutral is bonded to ground won't the GFCI become ineffective!!
