I am in the process of removing 6 pieces of machinery from my current location. All energy sources including pneumatic, air and electricity have been physically removed from the machines. All that is left is the actual machines and the control cabinets. I have a contractor coming on site tomorrow to physically remove the machines. Do I need a special tag or form to let the contractor know that the machines are ready for removal? There is nothing for him to lockout. Can I just let him know by e mail or word of mouth? Does he still need to physically verify that all is disconnected?
 
IMO, it is up to the contractor to verify all sources of hazardous energy have been removed.

You can certainly assist him in doing so, but it is his responsibility.

In any case, there are possible sources of energy that you have not covered in your list. For instance there could be energy stored in a coiled spring that you have not released.

Or energy stored in the form of potential energy from a counterweight.
