Proper voltage?

How do you regulate voltage?

This is the Emergency 208/120 VAC panel with a single phase variac for one phase. Set at 100% 120 VAC in 120 VAC out. Not sure why this was installed on a panel that feeds lighting, selected outlets and life safety equipment (based upon panel directory). Somebody must have thought it was important.


Could have followed the NEC, with the installation, not grounded, no conduit or box on the terminations (tape covering terminations)

I've seen installations like that in churches and restaurants, where they'll "dim" a whole panel or phase. Perhaps they were having over-voltage problems at some point in time, and this was a stop-gap solution until the problem was resolved? What sort of occupancy, in general, was this?

I have a church with a split buss that is dimmed on one half like that, and an old moose lodge that has small tail panels for lighting dimmed that way.

That's where you'd expect to find something like this. Not in an office building. This is really weird. Looks like they might have even fashioned some sort of cord and plug arrangement, probably Line on one prong and Load on the other? Or maybe that's just a rubber cord going in the front of an open mud ring? I can't tell, for sure.
 
So would I but after working 25 hours, taking the picture was all I could do. Had to meet the customer and get my guys started then home to sleep.
