It doesn't prohibit stranded.

What you are dealing with, is that the language of the NEC is permissive. Or, to say it another way, if the NEC doesn't specifically say "It can't be done," - or - "It must be done this way," then it is permitted.

The applicable Code reference is 110.14.Fortunately, this passage is not 100% "silent" about solid vs. stranded. The second paragraph refers you to Chapter 9 Table 10, where you will find common 19 strand conductors included.
