Property line box wire crimping

In NYC when you crimp the wires inside of the property line box, the neutral should be on the top or on the bottom of the rack shelfs.I thing it should be on the bottom but I'm not sure!!!

you need too look at the coned blue book i think its "coned.com/es",they show the property line configurations.
