Protection against a "rod" contacting energized

What is the Standard that requires the design and construction of an enclosure to protect against someone inserting a rod through a ventialtion opening (or some other opening) and into the enclosure?

NEMA/UL type 1 enclosures do this. It is not a requirement to use such an enclosure AFAIK.
