What is required to protect NMS cable?
I saw a sub pane located in a garage that had romex coming out of the bottom and simply run between and through frames and was simply open, no provsion for securing wiring. The picture you see (if I uploaded it right) has conduit coming from the bottom of the sub panel as well as the romex from the bottom of the sub pane.
Now per NEC 2005 334.17 cables are to be protected against damage per
300.4. Now along with whats said there I always thought that it also ment that the wiring was to be protected by being shielded within either a raceway, conduit or "behind" some sort of wall e.g. drywall or somthing of the sort or installed high above reach.

I think that 334.15(B) would be more appropriate for the install in your picture.

334.17 really addresses NM cable run through holes in framing members and the damage that can occur with nails and screws installed in the framing members.

IMPO, it's subject to physical damage. Garages have a tendency to have mowers, snowblowers, motorcycles, bicycles, all sorts of things in them shoved up against the walls.

I won't mention the pipe that come apart, or used as a support for a cord.

What's the green wire for?

In that case, how would you treat the PVC, as it is Schedule 40, which is not suitable for areas that are required to be protected from physical damage
 
Thanks for the replies, the green wire is a ground wire from the sub panel to a seperate CCTV system thats being removed, as far as the conduit not attached, well they never applied any cement in the begininning. BUT wonders upon wonders that some conduit was used!!!
My recommendation was to simply cover the wall like sparky mentioned.
BUT...
I do inspections in the Carribean and its a never ending slog uphill to get the electricians to do even the most "common sense" (non sequitur) things per code. I have to pick and choose my battles and even then I somtimes think of raising the white flag. While the 2005 NEC is used by the local jurisdiction, it has never been adopted. Ssooo.... 1 from column A. 0 from column B. Column C! we dont need no stinkin column C!

and on a lighter note what would you say to NM coming out of a wall switch or outlet box and then run along the exterior of the wall to its termination point e.g. light, switch, ceiling fan etc in any room in the house or on the exterior outside wall? Best I can get them to do is install a plastic raceway on the NM.
