Protection for fluorescents in aircraft hangar

I did an install of fluorescent lights for an privately owned (non-commercial work) aircraft hangar and had the inspector claim the lamps are insufficiently protected. The ceiling is 15 feet and the tail of the plane is 11 feet high. The inspector said I should have used fixtures with a plastic covering, but I used tubeshield. He claims this is insuffient because the tail of the aircraft comes within reaching distance of the ceiling and is subject to more potential damage.

I think my install meets the code requirements for protection. Am I incorrect?

I would look at 513.7. I don't believe that your lights are in a classified location.
If someone standing on the tail of the plane can reach the light fixture, what differance would it make what kind of lenz was on the light ?
