protection for grounding conductor

Sorry if this sounds stupid, but is it acceptable to run a grounding conductor (such as #2 copper thhn) through a building (above a suspended ceiling) without putting it in conduit or a raceway?

This would be going to a generator w/a non-seperatly derived power system that already has conduit and four conductors run to it.

There are a number of related sections. What is the grounding conducter used for? Is it an equipment grounding conductor or grounding electrode conductor?
