protection for service entrance cable type seu

I have worked on a residential 200 amp service where i was contracted to replace the line side service entrance cable above the meter enclosure which was cracked & 200 amp panel . The load side se cable was existing & in good condition , hence I did not replace it ! The inspector came to inspect & told me I need to "sleeve" the existing load side se cable with pvc pipe where it passes thru the block foundation I asked why , he said the sheathing is subject to deterioration because it is in direct contact with the concrete patch, note this is modern se cable with an overall PVC sheathing.

That's a new one on me. SE cable has been run that way for 50 years even with the old outer jacket. We always run the SE through a hole and patch as needed. If he insists I would remove the patch material and seal it with silicone. I see nothing in Article 338 to backs up the inspectors claim. He didn't mention a code section did he?
 
Under the New Jersey Uniform Construction Code, Rehab Section, You are not required to do anything with the existing load side cable so long as your electric permit was for above the meter. Second I don't see where you are required to sleeve the seu cable. 300.6(A)3....
I assume you are in New Jersey.
 
Mike has an excellent point. Whether he likes it or not the inspector is overreaching due to the rehab code.

No , he did'nt mention a code article , but I would guess he will quote 230.50(B) which is vague

Well the concrete patch is already dry, the cable is not buried in the concrete patch and the jacket already has a PVC jacket (protection) anyway.


maybe he is asking because of physical damage protection?
 
Mike is right. Under the rehab code he can't make you do anything to the existing installation in this case. You can always drop a dime to the state for an opinion to bring back to the inspector.
