Providing power to multiple conex

Have a yard with some conex boxes and owner wants to supply power to each, multiple receptacles mounted on exterior etc. no power on the interior. Had a couple red flags in my head.

1. 225.30, I would think each box would be a 'structure' and therefore since we need multiple circuits, both 120 and 240, each box has to have a load center so that it can be supplied by a single feeder and meet this requirement.

2. Grounding. An equipment grounding conductor will go to the load center on the box from the SES, but then what about the box itself? Would you just bond to the equipment ground bar in load center attached the the box, or need some grounding electrode system for the structure itself?

Any other issues with this I'm not thinking of?
 
It's a separate structure so each load center would need a grounding electrode.
Off the top of my head it sounds like it might be an application for a Temp type pedestal at each and loop a larger feeder to each pedestal.

Not a code reference but from more of a practicality issue.

The conex's are going to move, I am sure enough to break PVC if that's what you were thinking. If there ever was a job for RGS this is it. The RGS would move with the box and when you plan the attachment method you would have this in mind.

Equipment grounding is of the most importance. Not just grounded or bonded but done in a way that is damage resistant. That's where RGS would also get the nod. The RGS would take a beating and still be there. You don't want to just run a conductor to the box and call it good. That termination should be expected to survive 30 - 40 years, which is more than code but not more than necessary. The bonding termination will rot, rust, everything else, it will still have to be sufficient. You have to attach to the box and not just the panel (imo).

Ground rod is probably required but would do nothing. The equipment ground would have to be the best you can do. If that's done, you can feed it with whatever.
