I am going over the scope of work and engineering requirements for a bid and have a few questions. The job is re-routing some existing underground lighting control and irrigation control in a park in Seattle.

"After final assembly is in place, all raceways shall be thoroughly cleaned and a mandrel, correctly sized for each size of conduit, shall be pulled through all raceways, prior to installing wires or pull cords. Mandreling shall be done in the presence of the engineer."
What suffices for a mandrel? Probably not a mouse...So...?

"Wire and cable pulling equipment shall be equiped with an accurate gauge to allow continuous monitoring of pulling tension.
Is this boilerplate language or is an engineer actually going to want a gauge on #12 copper? If so, any recommendations on a gauge?

"Measure the ohmic value of the electric service entrance metallic "system ground" with reference to "earth ground" using the "multiple ground rod" method and suitable instruments. Maximum res. to ground shall be less than 2 ohms. If this resistance is not obtained, then add additional ground rods and retest until the res. is below 2 ohms."
What would be a suitable instrument?

Check out a Greenlee catalog for manderels. Tension guages are available, I used to have one made specially for fiber optic cable. Call the wire manufacture rep up and ask him for a reference to where such tools can be found. They look like a fish scale. As for question #3 a ground resistance tester is what they are looking for. I found those to be less than terrific, if the rods were moved sometimes less than a foot we could get completely different readings. I've lived through those same specs many times, you can too.
 
Heere is a mandrel for you...mandrel or call.

Greenlee also makes tension gauges that go on the tugger.

Hopefully it's boiler plate, but we had to do the stuff for the Missile silos. I don't think it helped the patriot drag down the missile it took out, but we played along and did the required pulls.

Or call Pacific Industrial Supply (Seattle) for decent pricing on used/refurbished electrical equipment at 682-2100. They are down in the industrial part of town on the south water front. Not far from Starbucks HQ, grab a cup for me too.

Probably boiler plate language....but maybe not.
GreenLee tuggers (the bigger ones) have the meters.

What would be a suitable instrument?

WOW! Thanks guys for the great responses. We used to call a ground rod tester a "shell tester". Time to get a Fluke I think. I'll buy the coffee If you stop by.

Wilmington, NC here. Pretty East. I get up at 5:00 AM, drink 3 (large) cups of coffee before I leave the house. Then, lol, about 1/2 hour after I leave, I get another one.

There IS something wrong with me...what exactly it is open for debate :)
 
These instruments are pretty expensive. Wonder if they can be rented somewhere? This one checks ground rods individually. You would have to measure all the rods, and perform a back of envelope calculation for resistance in parallel.

While everyone around me wears clothes pins that say, "Death Before Decafe," if I touch the stuff after lunch I'll be up all night; inherited this from the paternal side. Let my guard down after supper, and its anxiety attacks, twitching tremors, and wide eyes well past the next day. The only bean variety that went thru me without such attacks was a Kona blend; don't know why.

Haven't had a latte, since Starbuck's boycotted Kona around 2000, but I home brew real cinnamon stick, clove, aniseed, & lemon, with tea stock for a very drinkable, organic-filtered drinking water during the day. No matter how long the contractors go without watering their cattle, I'm rarely dehydrated with 3x 36oz bottles in my lunch pale.
