pull and junction boxes

Are the requirements from Art.370-28 applicable to Art.800-48? Let me be more clear.
I have multiple groupings consisting of (1)-3" and (2)-2" metal conduit per group, all communications wiring. On a straight pull, do I need a min. length of 18" for a pull box, possibly adding the additional sizes of cond. to the 18"? i.e.: 22", round it off to 24"?

Correction: I was using 2 different Code books, the 2k2 Code book covers the boxes on Art.314, the '99 Code on Art. 370. So the question is: does Art.314.28 apply to Art.800.48?

In my opinion, 800.48 only requires you to follow the rules in the Chapter 3 raceway articles. 314 is not a raceway article.
