Do all pull boxes need to be accessible even if the feeders are pulled straight through? Are there any exceptions?

What does, "depending on their use" mean right after pull boxes under Scope and General Section, 314.1?
The first sentence states that this article cover all boxes, etc. use as outlets,device, junction, or pull boxes, depending on their use.....

I have no idea other than perhaps referring to pull boxes used for communication,TV, etc. IDK

If where you want to put the box will be concealed by the building finish or otherwise obstructed, move it to a different point or, if you can, go without it.

I see that as just saying that the applicability rules are not dependent of the physical form of the box or how it is listed, but rather on how it is used.
I do not see "depending on their use" as modifying only the "pull boxes" part.

lets say you want to push a fish tape thru there or something like that some day: has to be accessible.

You can conceal it, but still need an access cover of some sort to gain access to it.
Sometimes access is provided but is not all that useful.
