I am pulling (12) #12 NM throug 2" rigid PVC 24" in length. Is there a requirment that I install a pull box bigger than 8" x 8" x 4"? These conductors are not larger than 6 AWG.

There may be another problem hiding in the details. Does your conduit originate at a panel ?
If so, can you describe the install (surface, flush, etc)
 
It's a surface mount outside. Yes, NM will be spliced into a j-box.

NM cable is not rated for wet location.

On a second note, You have 12 NM cable coming from the panel and I assume probably 12 more from the inside
of the house to be spliced together in that j box. Your box has to be at least 110.25 cu" to accommodate 49 CCC.

I agree with Edward.
Use THWN instead of NM, but that will require a splice and the 110.25 cu in box.
You could see if your AHJ would allow the NM and avoid the splice.
( 312.5(C) is also a good reference for similar installations.)
