Pull Box or Junction Box

Would this be a junction box or a pull box? Can I use a pull box interchangeably with a junction box if my wiring is smaller than #4AWG?

I am wanting to mount a small 16A non fused disconnect in this box. The conductors will be #12AWG. The disconnect will be located inside the box, as will terminal blocks for control wiring. It will look like this:

a pull box, you pull through and a junction box, you splice in. This looks to be more of an outlet box.

Looks like an Article 409 industrial control panel or an enclosure.
