Pull box / Surge protector

Can someone help me with this new installation. The contractor install this maybe 16”x16” surge protection termination box and used it as a pull box as well. It has one 4” and one 2” conduit in bottom and four 2” out the top. There are 3 larger 1.5” multi-conductor cables and multiple little ones. Some passing straight through and others are connected to the surge devices. Can someone tell me the code for pull box sizing for control cables? This to me just doesn’t seem right. To me it a surge device panel not a pull box. Thanks.

Please let me know if further info is needed.

Voltage is 24VDC, 4-20ma some analog and digital circuits

Hopefully you will get a better opinion, but the way I read 314.28 if the 4" was sized correctly for the cable fill, the box is woefully undersized.
 
Does that section really apply? What is the AWG of these conductors? The normal 6X or 8X raceway spacing is for conductors 4 AWG and larger. A fat cable with a bunch of smaller conductors (smaller than 14 AWG), like a phone cable, I don't believe has any sizing requirements based on the NEC other than perhaps any manufacturer's spec for the bending radius of the fat cable. Those small conductors bend easily. If the conductors are between #6 and #14, then perhaps you'd use the cubic inch sizing rules.

This being said, that box does look rather cramped to work in and seems like a poor choice.
 
I honestly am unsure about the application. I should know but was in hopes someone more familar would chime in.'
I based my thinking on the following from 314.28:
When transposing cable size into raceway size in 314.28(A)(1) and (A)(2), the minimum metric designator
(trade size) raceway required for the number and size of conductors in the cable shall be used.
