I do not consider trusses to be floor joists if there is no flooring or sub-flooring installed but that is just how I would argue the point knowing that it is a long shot. Some assumptions were made in creating this response...Are pull down attic stairs considered "permanent stairs or ladders"

Don't laugh. I have heard arguments that are close to that silly made here before.

I am working on a house that was moved from one place to another, they just finished setting it in it's new place today, does that make it a mobile home now?The term is not defined in the NEC so it means whatever whomever is interpreting it thinks it means.
I would suggest any reasonable definition of the word permanent would include a pull down stair that is secured in place, unless one argues that a house is not permanent because it will eventually be torn down. Don't laugh. I have heard argument that are close to that silly made here before.
