Pullbox Accessible

We have an old rusty pullbox with water seeping into its interior. Problem is, we can't shutdown the feeders right now. Contractor is suggesting coating the box with some sort of a thick epoxy until we can plan a shutdown later on to replace the box. But if that means I can't open the box, is that a code violation?
 
Technically yes but what's a bigger problem water seeping into the box or temporarily epoxying it shut?
 
Why is water getting into a pull box an issue?

If it is, maybe something like this:
[h=1]3M™ High Gel Re-enterable Encapsulant 8882[/h]It is really intended for phone/communications enclosures, but I think it would do the job.
