Pulling temp power

Was passing by this place and saw there pulling power to a temporary panel from the overhead line. It looks like they're just clamping on to the cables .... No splicer or anything. I assume they are piercing? How is the power being transferred?

It’s hard to tell what type of connectors they used in that picture, but it looks like just a pair of “suitcase insulators” used over them, so that’s why I’m doubting it’s insulation piercing connectors that they used. The power company in my area generally uses parallel groove connectors. On a mid-span splice like this they would shave off some of the insulation off of the run conductors.
